Survey Vertical Control
August 16 2004 Nasland Engineering's field crew carried out boundary and topographic surveying
of the area directly adjacent to the proposed Sam's Club development, this included the edge of the
existing pavement along Dune Palms Road and Highway 111. The benchmark used in 2004 is
located at the intersection of Adams and Miles, County of Riverside designation # P.D. 3 -i -E,
described as a 1" iron pipe with tag stamped `County Surveyor' in well monument, published
elevation 92.067 feet. This information was then used to design the proposed improvements.
September 2006 - Nasland Engineering was contacted by Nolte and Associates with regards to an
elevation discrepancy with the recently constructed improvements and the existing road surface.
Upon field crew verification of these claims it was found that the benchmark appeared damaged,
was missing the tag stamped `County Surveyor' and no longer matched the original description. To
corroborate this, an alternate County of Riverside benchmark designation 4 P.D. 3 -1 -W, matching
the record description as a 1" iron pipe with tag stamped `County Surveyor' in well monument,
published elevation 116.584 feet, located at the intersection of Miles and Washington was
recovered. A survey bench loop revealed the monument at Miles and Adams to be 0.243 feet lower
than the published value. Once this was discovered existing site control from 2004 was found to be
correct.
It is concluded that sometime in this 2 year period between the initial use of the benchmark and its
use for construction control that it had been damaged and could no longer be relied upon for this
project.
