SUBJECT: General vacation of Ano Crest Road, Epiplaneia Way, and Phino Lane, in the
Winchester area of the Third Supervisorial District.
RECOMMENDED MOTION:
That the Board adopt Resolution No. 2000 -209 vacation of Ano Crest Road,
Epiplaneia Way, and Phino Lane, in the Winchester area of the Third
Supervisorial District.
JUSTIFICATION:
Said vacation of Ano Crest Road, Epiplaneia Way, and Phino Lane as herein
described is at the request of the Mountain View Acres Home Association for
security, privacy, maintenance, and landscaping. here will be no detrimental
impact on traffic patterns. All parcels will be accelsible through private road
easements. Twenty -seven (27) adjacent land owners have been notified of the
vacation, by certified mail, with Five (5) negative acknowledgments, all negative
issues have been addressed to the satisfaction of those with the concerns. Said
vacation was presented to the Planning Co ission on April 26, 2000. The

IN THE WINCHESTER AREA

WHEREAS, the hereinafter - described portion of Ano Crest Road (30.00 feet wide),
Epiplaneia Way (30.00 feet wide), and Phino Lane (30.00 feet wide), were dedicated for
public road purposes by Parcel Map 12,247 recorded in book 68, pages 4 through 5, inclusive,
and accepted per Instrument Number 23636 recorded February 3, 1984, and Phino Lane
(30.00 feet wide) for a 60.00 foot full width, dedicated by Instrument Number 54576, recorded
February 22, 1989„ records of the Recorder, Riverside County, California,
WHEREAS, pursuant to Streets and Highways Code Section 8321, a petition has been
filed with the Board of Supervisors of the County of Riverside, State of California, requesting
the general vacation of Ano Crest Road (30.00 feet wide), Epiplaneia Way (30.00 feet wide),
and Phino Lane (60.00 feet wide), Winchester area of the County of Riverside; and,
WHEREAS, the Riverside County Planning Commission, in regular session assembled
on April 26, 2000, recommended said General vacation; now, therefore,
BE IT RESOLVED, DETERMINED AND ORDERED by the Board of Supervisors of the
County of Riverside, State of California, in regular session assembled on NQy _ 2j_ 2000,
as follows:

5 highway purposes and, pursuant to Section 8334(a) of the Streets and Highways Code, shall
6 hereby be vacated:

1 i EXCEPTING AND RESERVING from the vacation an easement for any existing public
12 utilities and public service facilities, together with the right to maintain, operate, replace,
13 remove, or renew such facilities, pursuant to section 8340 of the Streets and Highways Code.

15 BE IT FURTHER RESOLVED, DETERMINED AND ORDERED that the Clerk of the
16 Board is directed to cause a certified copy of this resolution to be recorded in the office of the
