WQMP is not required for entitlement. However, an approved WQMP is required prior to any
grading or building permit, if the development of the parcel meets or exceeds any of the
thresholds for a WQMP. Submit the applicable WQMP applicability checklist, found on
http://rcflood.org/npdes/, if your project proposes an auto -repair shop, adding 5,000 sq.ft. of
impervious area, or disturbing more than 1 acre. If a WQMP is required, submit a single file
PDF on two CD/DVD copies to the Transportation Department for review and approval.

The project proponent shall submit two sets of grading plans (24 in x 36 in) to the
Transportation Department for review and approval. If road right-of-way improvements are
required, the project proponent shall submit street improvement plans for review and approval,
open an IP account, and pay for all associated fees in order to clear this condition. The
Standard plan check turnaround time is 10 working days. Approval is required prior to issuance
of a grading permit.

: Prior to issuance of the building permit, clearance must be obtained from the Department of
Environmental Health. Any development of this site that requires plumbing must be able to
provide an approved potable water source and wastewater collection. If provided by a
municipal purveyor, please provide current documentation that establishes water service. If
using a water well, well must be properly permitted by this Department prior to construction or
prior to being put into use as a potable water source. Must meet requirements of Ordinance
682. Please contact (951) 955-8980 for any additional details. Any development of structures
with plumbing must provide an approved method of sewage disposal. If sewer is available,
site must connect to sewer. If sewer is not available, applicant must meet the requirements of
the Department and demonstrate that the use of an Onsite Wastewater Treatment System
(OWTS) is viable on this property. This includes the submittal of a soils percolation report
conducted in accordance with the Local Agency Management Program (LAMP) and any other
required documents. All substandard septic system will be required to be brought into
compliance. Please contact this Department for additional details at (951) 955-8980. OWTS
proposed for commercial projects must have projected waste flows under 10,000 gallons per
day. Calculation of waste flows must be included in the OWTS report. c. Single Lot
Developments - Lots created prior to the implementation of this LAMP or previously adopted
versions as per the requirements of the OWTS policy, are not subject to the aforementioned
minimum lot size requirements, however they are subject to the design requirements of this
LAMP. d. Additional single-family dwelling unit (including ADUs, JADUs, etc.) on the same
parcel that does not comply with a minimum density requirement of 0.5 acre (gross) per
dwelling unit will be required to utilize an ATS. See Chapter 6 for additional details.

The State Minimum Fire Safe Regulations for ingress and egress to parcels shall apply to all
parcels located in either the Very High Fire Hazard Zone (LRA) or within any State
Responsibility Area (SRA). For all new fire access roads, the Riverside County Office of Fire
Marshal Guidelines apply, and may be more restrictive.
14 CCR § 1273.00 - Intent:
Roads, and Driveways, whether public or private, unless exempted under 14 CCR §
1270.03(d), shall provide for safe access for emergency Wildfire equipment and civilian
evacuation concurrently, and shall provide unobstructed traffic circulation during a Wildfire
emergency consistent with 14 CCR §§ 1273.00 through 1273.09.
1. In accordance with 14 CCR § 1273.01 - Width:
All roads shall be constructed to provide a minimum of two ten (10) foot traffic lanes, not
including shoulder and striping. These traffic lanes shall provide for two-way traffic flow to
support emergency vehicle and civilian egress, unless other standards are provided in this
article or additional requirements are mandated by Local Jurisdictions or local subdivision
requirements. Vertical clearances shall conform to the requirements in California Vehicle Code
section 35250.
2. In accordance with 14 CCR § 1273.02 - Road Surface:
(a) Roads shall be designed and maintained to support the imposed load of Fire Apparatus
weighing at least 75,000 pounds, and provide an aggregate base.
(b) Road and Driveway Structures shall be designed and maintained to support at least 40,000
pounds.
(c) Project proponent shall provide engineering specifications to support design, if requested
by the Local Jurisdiction.
3. In accordance with 14 CCR § 1273.03 - Grades:
At no point shall the grade for all Roads and Driveways exceed 16 percent.
4. in accordance with 14 CCR § 1273.04 - Radius:
(a) No Road or Road Structure shall have a horizontal inside radius of curvature of less than
fifty (50) feet. An additional surface width of four (4) feet shall be added to curves of 50-100 feet
radius; two (2) feet to those from 100-200 feet.
(b) The length of vertical curves in Roadways, exclusive of gutters, ditches, and drainage
structures designed to hold or divert water, shall be not less than one hundred (100) feet.
5. In accordance with 14 CCR § 1273.05 - Turnarounds:
(a) Turnarounds are required on Driveways and Dead-end Roads.
(b) The minimum turning radius for a turnaround shall be forty (40) feet, not including parking,
in accordance with the figures in 14 CCR §§ 1273.05(e) and 1273.05(f). If a hammerhead/T is
used instead, the top of the "T" shall be a minimum of sixty (60) feet in length.
(c) Driveways exceeding 150 feet in length, but less than 800 feet in length, shall provide a

turnout near the midpoint of the Driveway. Where the driveway exceeds 800 feet, turnouts
shall be provided no more than 400 feet apart.
(d) A turnaround shall be provided on Driveways over 300 feet in length and shall be within fifty
(50) feet of the building.
(e) Each Dead-end Road shall have a turnaround constructed at its terminus. Where parcels
are zoned five (5) acres or larger, turnarounds shall be provided at a maximum of 1,320 foot
intervals.
6. In accordance with 14 CCR § 1273.08 - Dead-end Roads:
The maximum length of a Dead-end Road, including all Dead-end Roads accessed from that
Dead-end Road, shall not exceed the following cumulative lengths, regardless of the number
of parcels served:
parcels zoned for less than one acre - 800 feet
parcels zoned for 1 acre to 4.99 acres - 1,320 feet
parcels zoned for 5 acres to 19.99 acres - 2,640 feet
parcels, zoned for 20 acres or larger - 5,280 feet
All lengths shall be measured from the edge of the Road surface at the intersection that begins
the Road to the end of the Road surface at its farthest point. Where a dead-end road crosses
areas of differing zoned parcel sizes requiring different length limits, the shortest allowable
length shall apply.
7. In accordance with 14 CCR § 1276.01. Building and Parcel Siting and Setbacks.
(a) All parcels shall provide a minimum thirty (30) foot setback for all Buildings from all property
lines and/or the center of a Road, except as provided for in subsection (b).
(b) A reduction in the minimum setback shall be based upon practical reasons, which may
include but are not limited to, parcel dimensions or size, topographic limitations, Development
density requirements or other Development patterns that promote low -carbon emission
outcomes; sensitive habitat; or other site constraints , and shall provide for an alternative
method to reduce Structure -to -Structure ignition by incorporating features such as, but not
limited to:
(1) non-combustible block walls or fences; or
(2) non-combustible material extending five (5) feet horizontally from the furthest extent of the
Building; or
(3) hardscape landscaping; or
(4) a reduction of exposed windows on the side of the Structure with a less than thirty (30) foot
setback; or
(5) the most protective requirements in the California Building Code, California Code of
Regulations Title 24, Part 2, Chapter 7A, as required by the Local Jurisdiction.
080 -Fire. 2 Prior to permit - Fire Department Plan Review Not Satisfied
Submittal of construction plans to the Fire Department will be required. This will require a
separate permit application submitted directly to the Fire Department. This shall include a full
site plan including all fire apparatus access roads. Final fire and life safety conditions will be
addressed when the Fire Department reviews these plans. These conditions will be based on
California Fire Code, California Building Code (CBC), and related codes/standards adopted at
the time of construction plan submittal. Contact our office for submittal instructions.

Minimum fire flow for the construction of all buildings is required per CFC Appendix B, or other
approved method. Prior to building permit issuance for new construction, the applicant shall
provide documentation to show there exists a water system capable of delivering the required
fire flow. Specific design features may increase or decrease the required fire flow. Reference
CFC 507.3.
080 -Fire. 4 Prior to permit - New Fire Department Access/Fire DeparNot Satisfied
Fire apparatus access roads/driveways shall be provided to within 150 feet of all exterior
portions of buildings, unless otherwise approved by the Fire Department. When the building is
equipped throughout with an approved automatic fire sprinkler system, this distance is
permitted to be extended from 150 feet to 300 feet. Access shall comply with requirements
from the Riverside County Office of the Fire Marshal Technical Policy #TP16-001 Fire
Apparatus Access and Fire Protection Water Supplies for One- and Two -Family Dwellings,
Additions Thereto and Associated Accessory Structures. Reference CFC 503. Dead-end fire
apparatus access roads in excess of 150 feet in length shall be provided with a bulb
turnaround at the terminus measuring a minimum of 38 feet outside radius and 14 feet inside
radius. (For development within the SRA and within the LRA VHFHSZ, the bulb turnaround at
the terminus shall be 40 feet outside radius and 16 feet inside radius). Parallel parking around
the perimeter of the bulb is acceptable provided the bulb outside turning radius is increased by
8 feet. In -lieu of a bulb, a hammer -head type turnaround is acceptable where the top of the "T"
dimension is 120 feet with the stem in the center. Additional turnaround designs may be
acceptable as approved by the Fire Department. Reference CFC 503.1.1, 503.2.1 as
amended by the County of Riverside and Riverside County Office of the Fire Marshal
Guidelines.
Survey

tie points, property corners and benchmarks shall be tied out and a pre -construction corner
