WHEREAS, the March Joint Powers Authority ("March JPA") is a joint powers
agency created by a joint powers agreement ("JPA Agreement") dated September 7,
1993, as amended, pursuant to Article 1, Chapter 5, Division 7, Title 1 (commencing with
section 6500) of the Government Code; and
WHEREAS, the March JPA is composed of the member entities of the County of
Riverside ("County"), the City of Riverside, the City of Moreno Valley, and the City of
Perris; and;
WHEREAS, the hereinafter -described roads were offered for dedication for public road
purposes by the documents hereinafter referred to, which offers of dedication have been
accepted for public road purposes, as part of the (MJPA) Maintained Road System subject
to completion of improvements and acceptance by the (MJPA), or which offers of
dedication have been maintained and accepted by the (MJPA) by long -continued public
use but have not heretofore been formally accepted by the County of Riverside, and;

WHEREAS, the hereinafter -described landscape easements, flood control easements,
drainage, slope and utility easements, abutters rights of access, easements for public
utility purposes together with the right of ingress and egress for emergency vehicles and
buffer easements were offered for dedication for public use by the documents hereinafter
referred to, which offers of dedication have been accepted for public purposes but not into
the County Maintained Road System, now, therefore;
BE IT RESOLVED, DETERMINED AND ORDERED by the Board of Supervisors of the
County of Riverside, State of California, in regular session assembled on June
24th, 2025, that this Board accepts said offers of dedication and recognizes that said roads
and easements are public roads and public easements open for use by the general public;
BE IT FURTHER RESOLVED, DETERMINED, AND ORDERED that this acceptance of
said roads is for the purpose of vesting title in the County of Riverside on behalf of the
public for road and public utility purposes, and into the County Maintained Road System
pursuant to Division 2, Chapter 2, Section 941 of the Streets and Highways Code, with the
exception of March Lifecare Drive, which will be accepted for the purpose of vesting title in
the County of Riverside on behalf of the public for road and public utility purposes, and
into the County Maintained Road System pursuant to Division 2, Chapter 2, Section 941 of
the Streets and Highways Code, subject to improvements in accordance with County
Standards.

BE IT FURTHER RESOLVED, DETERMINED, AND ORDERED that this acceptance of
said landscape easements, flood control easements, drainage, slope and utility
easements, abutters rights of access, easements for public utility purposes together with
the right of ingress and egress for emergency vehicles and buffer easements are for the
purpose of vesting title in the County of Riverside on behalf of the public for public
purposes and will not be included into the County Maintained Road System. Said roads
and easements are in the County of Riverside, State of California, and are described as
follows..
SEE LEGAL DECSRIPTION AND PLAT ATTACHED HERETO
AS EXHIBITS "A" AND "B" INCLUSIVE, AND MADE A PART HEREOF;
BE IT FURTHER RESOLVED, DETERMINED AND ORDERED that the acceptance of
said roads and easements are exempt from CEQA pursuant to Section 15061 (b)(3)
and not a project pursuant to Section 15060 (c)(2) of the State CEQA Guidelines.
BE IT FURTHER RESOLVED, DETERMINED AND ORDERED that the Clerk of the
Board is directed to file with the Office of the County Clerk the Notice of Exemption within
five (5) working days of the Board hearing date.
BE IT FURTHER RESOLVED, DETERMINED AND ORDERED that the Clerk of the
Board is directed to cause a certified copy of this resolution to be recorded in the office of
the Recorder of the County of Riverside, California.
